Bensalem Township Police have arrested two Philadelphia men following a series of retail thefts at the Fine Wine & Good Spirits store located at 2223 Galloway Road.
• December 10, 2025 – 5:46 PM
Officers responded to a reported retail theft involving two suspects who selected multiple bottles of high-end tequila, concealed the merchandise, and fled the store without paying. Bensalem Police Forensic Analysts responded to the shopping center to assist with the collection of video evidence. During the investigation, it was determined that the suspects were dropped off and later picked up by a dark green Toyota Tundra with New Jersey registration PXD-35B.
• December 19, 2025 – 5:20 PM
Police again responded to the same location for another retail theft. Investigators determined the same suspects had returned and stolen additional merchandise using a similar method. Further investigation confirmed the same Toyota Tundra was in the Bensalem area immediately before and after the theft.
• December 27, 2025 – 6:56 PM
An alert store manager recognized the same individuals inside the store and immediately contacted the police. Responding officers located the suspect vehicle parked nearby and safely detained the occupants. Officers also observed the suspects wearing clothing consistent with that seen in surveillance footage from the prior thefts.
During the investigation, officers recovered multiple new bottles of tequila from the vehicle. It was later confirmed that one suspect had stolen three additional bottles of tequila valued at $329.97 during the December 27 incident.
The two males were identified as:
• Willie Floyd Upson (44) of N. Fairhill Street, Philadelphia
• Barry Ali Bailey (47) of McMichael Street, Philadelphia
Both were charged with Retail Theft and Criminal Conspiracy. During a search incident to arrest, officers discovered concealment garments used to hide stolen merchandise.
District Justice Stacy Wertman arraigned the suspects. Willie Upson was remanded to the Bucks County Correctional Facility on 10% of $50,000 bail, and Barry Bailey was remanded to the Bucks County Correctional Facility on 10% of $40,000 bail.
Two additional individuals accompanying the suspects were also taken into custody on unrelated outstanding shoplifting warrants.
This investigation highlights the effectiveness of coordinated police work, detailed follow-up investigations, and the critical role of store employees in promptly reporting suspicious activity.
