The Bensalem Township Police Department, in conjunction with the Middletown Township Police Department, announces the arrest of Shawn Hagan, 46, of Philadelphia, following a multi-jurisdictional fraud investigation.
On May 18, 2026, Bensalem Police were contacted by a resident who reported entering into an agreement with Shawn Hagan, of Hagan Home Concepts, to construct an addition to the resident’s home for an estimated cost of $72,000. The victim reported paying Hagan $46,725. Although Hagan began work on the project’s foundation, he subsequently ceased communicating with the victim and failed to complete the work.
On May 28, 2026, Middletown Police were contacted by a resident who reported hiring Shawn Hagan and Hagan Home Concepts to complete a major home renovation at an estimated cost of $172,700. Hagan was paid $107,566 before any work began. During the following five months, Hagan completed only demolition-related activities and some framing work, failing to make meaningful progress toward the construction and renovation phases of the project. Middletown Township Building and Zoning officials inspected Hagan’s work and issued a stop-work order due to deficiencies and his failure to perform the work in accordance with the approved plans.
On June 16, 2026, Bensalem Police met with another resident who reported being the victim of fraud by Shawn Hagan and Hagan Home Concepts. The victim reported paying Hagan $24,000 toward the estimated $58,000 cost of an addition to the victim’s home. According to the victim, work on the project never began, and the money paid to Hagan was never refunded.
Shawn Hagan was charged with multiple counts of Home Improvement Fraud (F3), Theft by Deception (F3), Deceptive Business Practices (F3), and Receiving Stolen Property (F3).
On August 19, 2026, Hagan was arraigned before Magisterial District Judge Joseph Falcone, who set bail at 10% of $750,000. Hagan was subsequently remanded to the Bucks County Correctional Facility.
