An officer was running radar and observed a vehicle traveling at a rate of 74mph in a posted 55mph zone.  The officer conducted a traffic stop and made contact with the operator, BATES.  Upon speaking with BATES, the officer discovered that BATES never had a driver's license.  He was arrested and transported to the police station for processing, subsequently being released on personal recognizance bail with a scheduled court appearance.
