Richard Rider, 46, was arraigned on an Indictment returned by a Dutchess County Grand Jury charging him with one count of Vehicular Manslaughter in the First Degree, a Class C Felony and one count of Driving While Ability Impaired by the Combined Influence of Drugs, a Class E Felony.
