Three Arrested For Felony Drug and Weapons Possession

GRAND JUNCTION, COLO. - On December 18, 2025, deputies with the Mesa County Sheriff’s Office Major Offender Task Force (MOTF) received information that a wanted suspect was located at a hotel on the 700 block of Horizon Drive in Grand Junction, Colorado.

The suspect, identified as Jason Soper, 38, was wanted for absconding from Parole out of the Colorado Department of Corrections following a multi-year conviction related to numerous drug and weapons charges. 

At approximately 7:00 p.m. on December 18, members of the Major Offender Task Force attempted to contact Soper in a hotel room. After multiple loudhails, Soper exited the room and was placed under arrest without incident. Two additional adults were located inside the same hotel room. They were identified as Kyle Billings, 38, and Saleah Campbell, 29, both were arrested without incident.

While searching the room, deputies found over three quarters of a pound of a white crystalline substance preliminarily identified as methamphetamine. Additionally, paraphernalia associated with distribution of illicit drugs and a handgun with several hundred rounds of ammunition were recovered.

All three suspects were transported to the Mesa County Detention Facility on the following charges:

  • Distribution/Manufacture/Possession with Intent to Distribute >225 Grams of a Schedule I/II drug or >112 Grams Meth, Heroin, Ketamine, Cathoinone, or >50 Milligrams of Flunitrazipam, Drug Felony 1
  • Unlawful Possession of >4 Grams Controlled Substance Schedule I/II Drug, Flunitrazipam, Ketamine, or GHB, Drug Felony 4
  • Possession of Drug Paraphernalia, Drug Petty Offense
  • Parole Violation

Kyle Billings, 38, of Grand Junction

  • Distribution/Manufacture/Possession with Intent to Distribute >225 Grams of a Schedule I/II drug or >112 Grams Meth, Heroin, Ketamine, Cathoinone, or >50 Milligrams of Flunitrazipam, Drug Felony 1
  • Distribution/Manufacture/Possession with Intent to Distribute >225 Grams of a Schedule I/II drug or >112 Grams Meth, Heroin, Ketamine, Cathoinone, or >50 Milligrams of Flunitrazipam, Drug Felony 1
  • Possession of Drug Paraphernalia, Drug Petty Offense

Saleah Campbell, 29, of Grand Junction

  • Distribution/Manufacture/Possession with Intent to Distribute >225 Grams of a Schedule I/II drug or >112 Grams Meth, Heroin, Ketamine, Cathoinone, or >50 Milligrams of Flunitrazipam, Drug Felony 1
  • Unlawful Possession of >4 Grams Controlled Substance Schedule I/II Drug, Flunitrazipam, Ketamine, or GHB, Drug Felony 4
  • Possession of Drug Paraphernalia, Drug Petty Offense
  • Failure to Appear Warrant
