Multiple Predators Sentenced Following Internet Crimes Against Children Investigations

MESA COUNTY, CO - The Mesa County Sheriff’s Office is dedicated to protecting children in our community and beyond through investigating and arresting those found in possession of Child Sex Assault Materials (CSAM). These investigations are conducted continuously, often in partnership with Homeland Security Investigations and other local and state law enforcement agencies.

In the spring of 2024, the Mesa County Sheriff’s Office Internet Crimes Against Children Task Force conducted an operation targeting suspects who possessed CSAM material. Through this operation, several search warrants were served at residences within Mesa County which led to the recovery of sexually explicit materials involving minors. This resulted in the arrest of five suspects in the summer of 2024.

A second ongoing investigation by the Mesa County Sheriff’s Office Internet Crimes Against Children Task Force resulted in the arrest of a male suspect in December 2024.

The detailed work of the Task Force resulted in all cases ending in convictions in the summer and fall of 2025, including:

Anthony Svaldi (48) of Loma, CO

  • Convicted of Sexual Exploitation of a Child:

  • Sentenced to Sex Offender Intensive Supervised Probation for 10 years to life

  • Sentenced to 90 day jail sentence

  • Register as a sex offender

  • Protection order for the life of sentence

  • May not have any contact with minors under the age of 18 for the length of probation

  • May not have any unsupervised contact with animals without prior approval by probation for the length of probation

River Kincaid (26) of Grand Junction, CO

  • Convicted of Two counts of Sexual Exploitation of a Child to run concurrently:

    • 8 years in the Colorado Department of Corrections followed by 3 years of parole

    • 8 years in the Colorado Department of Corrections followed by 3 years of parole

  • Convicted of Distribution of a Controlled Substance to run consecutively to the first two counts:

    • 4 years in the Colorado Department of Corrections followed by 3 years of parole

    • Register as a sex offender

  • Protection Order for  the life of sentence

Luther Miner (25) of Grand Junction, CO

  • Convicted of Sexual Exploitation of a Child and Tampering with Physical Evidence:

    • 4 years of Sex Offender Intensive Supervised Probation with 14 months community corrections as a condition of probation

    • 4 years of Sex Offender Intensive Supervised Probation with 14 months community corrections as a condition of probation

  • Register as a sex offender

  • Protection Order for the life of sentence

These convictions wouldn’t be possible without the partnership of the Twenty-First Judicial District Attorney’s Office, Homeland Security Investigations, and fellow local and state law enforcement agencies. We hope these convictions serve as a message that Child Sex Assault Materials (CSAM) and child sexual exploitation will not be tolerated in Mesa County.

To report a crime, call 911. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, via its toll-free 24-hour hotline, 1-800-843-5678.
