Legislation to Be Aware Of

“ON OR AFTER AUGUST 1, 2026, IT IS UNLAWFUL FOR ANY PERSON TO KNOWINGLY MANUFACTURE, DISTRIBUTE, TRANSFER, SELL, OR PURCHASE A SPECIFIED SEMIAUTOMATIC FIREARM; EXCEPT THAT A PERSON MAY SELL OR  TRANSFER A SPECIFIED SEMIAUTOMATIC FIREARM TO AN INDIVIDUAL RESIDING IN ANOTHER STATE OR A FEDERALLY LICENSED FIREARM DEALER.”

**The Sheriff’s Role in the Senate Bill 25-003 is only to provide a Firearms Safety Course Eligibility Card. Meaning you are only getting approval to take a course. **

How to apply for an SSF Eligibility Card in Moffat County

Visit the Colorado Parks and Wildlife website to start your application. They will begin accepting applications on July 20, 2026 at 9 a.m.

Step 1 Customer Application

            The process begins on the CPW webpage where the customer creates a user profile ad submits a simple application.  The profile is continuously accessible and updateable, which is crucial               due to the extended timeline of the overall process.

Step 2  Sheriff's Office Visit

             The customer presents the completed CPW application, results of a name-based background check, and a government-issued photo ID to the Sheriff's Office.  Fees are collected. 

Step 3  Review & Card Issuement

             The sheriff reviews the documentation, determines eligibility, and issues the eligibility card.  The information is entered into the Firearms Safety System.

Step 4  Course Enrollment & Exam

             The customer enrolls in and takes a firearms safety course from a Sheriff verified instructor. Upon course completion, the customer takes a required exam ad the instructor enters pass/fail                results into the FSS.  The FSS then generates a certificate of completion to the customer.

Step 5  Firearm Purchase

             The customer selects a firearm for purchase at a Federal Firearm Licensed (FFL) dealer, who then initiates the purchase process

Step 6  Firearm Dealer Verification

            The FFL confirms the required information including the successful completion of the course and passing of the exam, and enters this information into the Instacheck System for final review.

SSF Fee & Payment Information

Moffat County Sheriff’s Office Fee

  • Moffat County Resident: Free
  • Out of County Resident: $150.00

Fixed CPW fee $52.00

Each applicant must pay individually. Accepted payment methods are:

  • Cash
  • Credit Cards (additional processing fee applies)
  • Checks payable to Moffat County Sheriff’s Office

*You will be charged these application fees whether your application is approved/denied*

Required Documentation

  • Completed Application from CPW (a printed hard copy)
  • Name-Based Background Check
    • Per statue the applicant must submit to the sheriff the results of a completed Name-Based background check of National and Colorado Public criminal history and Judicial databases. An attestation from the vendor that the background check was performed by the vendor must be provided as well.
  • U.S. Government-Issued Photographic Identification

Disclaimer: “A sheriff may deny or revoke an application for a firearms safety course eligibility card if the sheriff has reasonable belief that documented previous behavior by the applicant makes it likely the applicant will present a danger to themself or others if the applicant holds a card or if the cardholder cannot lawfully possess a firearm under state or federal law.”
