Dutchess County District Attorney Anthony Parisi announces today that Cain Carothers, 25, was arraigned February 25, 2026 on an Indictment returned by a Dutchess County Grand Jury charging Mr. Carothers with two counts of Aggravated Harassment of an Employee by an Inmate, both Class E Felonies.
