The award is made once a year to a police department serving fewer than 10,000 population that does not allow limited manpower, resources or finances inhibit their providing more than basic services. The award honors a small agency which ascribes to high standards, sets and attains high performance goals, and provides their community with uncompromisingly professional service, despite adversity.
