On August 27, 2025 the Culpeper Police Department was alerted by the Orange County Sheriff’s Office of an abduction that had occurred in our jurisdiction and led to a residential robbery in their county. Culpeper Police Department detectives immediately launched a joint investigation with the Orange County Sheriff’s Office.
Culpeper Police Department detectives conducted an exhaustive investigation spanning multiple jurisdictions. As a result, the Culpeper Police Department has charged three individuals for this incident: Claudia Teresa Aldana Restrepo of Colombia; Luis Felipe Garcia Baez of Mexico; and Elisa Andrea Espitia Campos of Colombia. None of them have permanent addresses within the United States. All three were arrested and charged with felony Robbery with a Firearm, felony Abduction by Force, felony Use of a Firearm in the Commission of a Felony, and felony Conspiracy to Commit Robbery. All three were held without bond at Central Virginia Regional Jail.
Orange County Sheriff’s Office has charged the three with felony Robbery with a Firearm, felony Abduction by Force, felony Carjacking with a Firearm, felony Use of a Firearm in the Commission of a Felony, and felony Conspiracy to Commit Robbery.
Additional charges may be filed as the investigation unfolds.
Based on current information, at approximately 10:30 AM, the adult victim was leaving Walmart (801 James Madison Hwy) in Culpeper when the suspects approached, asking if they could sit in her vehicle for a few minutes to cool off from the heat. Once inside the vehicle, the pair displayed a firearm and forced the victim to drive first to an ATM then to her residence in Orange County. At the residence, the suspects stole cash and personal property. Afterwards, they forced her to drive them to the Town of Orange where they fled. The victim was not physically harmed during the incident and has been provided with Victim/Witness services.
During the investigation, Culpeper detectives identified a vehicle connected to the offenders. That vehicle was entered into Flock ALPR (Automated License Plate Reader). On August 28, 2025 the Stafford County Sheriff’s Office and King George County Sheriff’s Office received Flock alerts that the suspect vehicle had been within their jurisdictions. King George County Sheriff’s Office located the vehicle and successfully apprehended all three individuals. The arrests led to the execution of multiple search warrants at various locations, which resulted in the recovery of evidence.

The Culpeper Police Department thanks the Orange County Sheriff’s Office, Stafford County Sheriff’s Office, and the King George County Sheriff’s Office for their assistance during the initial investigation.

On August 27, 2025 the Culpeper Police Department was alerted by the Orange County Sheriff’s Office of an abduction that had occurred in our jurisdiction and led to a residential robbery in their county. Culpeper Police Department detectives immediately launched a joint investigation.
Based on current information, at approximately 10:30AM the adult victim was leaving Walmart (801 James Madison Hwy). Two adults entered the victim’s vehicle and ordered the victim to drive to a residence in Orange County. At the residence, the individuals stole an undisclosed amount of cash and personal property. During the incident, the offenders displayed a weapon. The offenders were last seen within the Town of Orange. The victim was not physically harmed during this incident.
