
The Blue Envelope Program is a program to assist individuals with autism spectrum disorder, intellectual developmental disorders, or neurocognitive disorders that might require additional accommodations or awareness during a law enforcement interaction. This initiative aims to foster safer and more comfortable interactions between individuals and law enforcement officers. Participation is free, voluntary, and confidential. Individuals do not need to provide any proof of their condition or disability.
New participants will need to complete an enrollment form, which is used strictly for tracking the number and rate of distributing Blue Envelopes. Program participants have the option of receiving quarterly emails with program reminders, tips, and updates. There’s also an option to attach a premise alert to their name or residence for law enforcement awareness. Caregivers or guardians may request a Blue Envelope on behalf of someone else.

On July 1st, the Commonwealth of Virginia launched a statewide Blue Envelope Program under Code of Virginia § 46.2-203.3. Those Blue Envelopes are available at any Virginia DMV customer service center. There is no cost, and no documentation is required. Caregivers or guardians may also request one on behalf of someone with autism.
