On October 1, 2025 at approximately 12:44AM, MPO A. Otey conducted a traffic stop on a vehicle in the area of Brady Rd and Rt. 29. Located inside the vehicle was driver Timothy Bradford and a passenger. MPO Otey also located passengers Alyssa Brizuela and Elizabeth Duke in the bed of the truck under a tarp along with various illegal narcotics and suspected stolen property.
Bradford attempted to lie to MPO Otey about his identity, but once Bradford’s real name was confirmed, he was found to have outstanding warrants through Culpeper Police Department and three other jurisdictions. The vehicle was towed to the Culpeper Police Department as part of the investigation. While searching the vehicle, a small drone was located inside a carrying case alongside items consistent with drug distribution.
Additionally, a report was received several hours prior that two women matching Brizuela and Duke’s descriptions were involved in a shoplifting incident at a Culpeper business. A witness directed officers to a large collection of personal items behind Dominion Square Shopping Center. Multiple items believed to have been stolen were returned to the business, and additional evidential items were seized.
As a result of this investigation, the Culpeper Police Department has charged Timothy Bradford, 47, of Manassas, with felony Possession of Methamphetamine with Intent to Distribute, felony Possession of a Schedule I/II Substance, misdemeanor Concealed Weapon Violation, misdemeanor Driving Under the Influence of Drugs, misdemeanor False ID to Law Enforcement, misdemeanor Identity Theft, misdemeanor Possession of a Schedule III Substance, misdemeanor Driving without a License, and several traffic offenses. Bradford was also served on his two outstanding felony shoplifting charges from Culpeper Police Department, as well as a felony Fail to Appear from Fairfax Police Department, felony Probation Violation from Warren County, and felony Probation Violation from Winchester Police Department. Bradford was held without bond at the Culpeper County Jail.
Alyssa Brizuela, 28, of No Fixed Address and Elizabeth Duke, 27, of Alexandria were arrested for Drunk in Public. They were held at Culpeper County Jail until sober.
Current evidence and investigation indicates that Bradford, Brizuela, and Duke are co-conspirators in a string of larcenies stretching across multiple jurisdictions. Additional charges may be filed as the investigation continues.
“This investigation is a prime example of what’s possible when an officer combines experience, intuition, and the ability to look beyond the immediate traffic stop,” said Chief Chris Settle. “This one traffic stop led to the recovery of thousands of dollars of property, interrupted a drone-delivery drug distribution system, and the apprehension of criminals. Detectives are still sorting through all of the recovered property and evidence. I’m proud of MPO Otey’s work, and the dedication of our officers and detectives towards keeping Culpeper safe.”
