The Culpeper Police Department proudly announces the launch of its Blue Envelope Program. This program is to assist individuals with autism spectrum disorder, intellectual developmental disorders, or neurocognitive disorders that might require additional accommodations or awareness during a law enforcement interaction. This initiative aims to foster safer and more comfortable interactions between individuals and law enforcement officers. Participation is free, voluntary, and confidential.
Participants fill out an information card to help officers better understand their needs. That card stays within the blue envelope and provides officers with key details without requiring individuals to explain their situation in the moment.
All Culpeper Police Department officers undergo training on common needs and best practices to support positive interactions with community members. The majority of these officers are Crisis Intervention Team (CIT) certified.
Joining the Blue Envelope Program is easy; participation is voluntary and free. Blue envelopes are available upon request at the Culpeper Police Department (740 Old Brandy Rd Culpeper VA 22701) or by emailing BlueEnvelope@culpeperva.gov. New participants will need to complete an enrollment form, which is used strictly for tracking the number and rate of distributing Blue Envelopes. Program participants have the option of receiving quarterly emails with program reminders, tips, and updates. There’s also an option to attach a premise alert to their name or residence for law enforcement awareness. Caregivers or guardians may request a Blue Envelope on behalf of someone else.
Once a program participant has their envelope, the recommended storage location is the vehicle’s glove box. When interacting with law enforcement, participants should inform the officer that they have a Blue Envelope, and are going to hand it to the officer. The envelope should contain copies of the participant’s driver’s license, vehicle registration, insurance, and any other relevant documents. The exterior of the envelope includes guidance to both the participant and officer about communication tips, as well as space for emergency contact information and any relevant medical, verbal, or neurological conditions.

Officer Kniatt recognized an opportunity to tailor the national Blue Envelope Program for Culpeper, and he has worked diligently to make it a reality. This program is a valuable addition to the many safety initiatives we provide to our community.”

On July 1st, the Commonwealth of Virginia launched a statewide Blue Envelope Program under Code of Virginia § 46.2-203.3. Those Blue Envelopes are available at any Virginia DMV customer service center. There is no cost, and no documentation is required. Caregivers or guardians may also request one on behalf of someone with autism.
