Culpeper Police Arrest Local Couple for Felony Child Abuse
On February 12, 2026, the Culpeper Police Department arrested a 20-year-old Culpeper woman, and a 22-year-old Culpeper man, following an investigation into a domestic dispute and child abuse.
On February 12, 2026, officers with the Culpeper Police Department responded to the 640 block of Mountain View Drive for a reported domestic disturbance. Upon arrival, officers made contact with Brittnei Mosher, age 20, the reporting party and determined that a domestic dispute had occurred with her live-in boyfriend, Alexander Lowe, age 22. While on scene an officer observed injuries to a five-month-old female infant that required immediate medical intervention.
The infant was transported by EMS to UVA-Culpeper Medical Center and was later transferred to UVA Medical Center in Charlottesville, Virginia and is currently receiving treatment for extensive life-threatening injuries.
Culpeper Police Department detectives and Culpeper County Child Protective Services (CPS) were immediately notified and responded to the hospital as part of the investigation.
As a result of the investigation, Detective K. Payne obtained felony child abuse and neglect warrants for:
An Emergency Protective Order (EPOs), including no-contact provisions, were also obtained and served on both individuals.
Both subjects appeared before the magistrate, where they were remanded to the custody of the Culpeper County Sheriff’s Office Jail without bond. Ms. Mosher and Mr. Lowe also appeared in the Culpeper Juvenile and Domestic Court for a bond hearing where they remained in custody without bond.
Following coordination with Child Protective Services, custody of the child has been placed in protective custody.
