**UPDATED** Second Culpeper Man Arrested In Connection to 2024 Murder

Updated Release 03/20/25:

On March 20, 2025 the Culpeper Police Department made a second arrest in connection to the September 25th murder of Noah Campbell. With assistance from the U.S. Marshals, Malik X.J. Towler, 23, of Culpeper was arrested for First Degree Murder, Use of a Firearm in Commission of a Felony, Robbery resulting in Death, and Wearing a Mask in Certain Places. Towler was taken before a magistrate who ordered him held without bond at the Culpeper County Jail.

The Culpeper Police Department in conjunction with Culpeper Crime Solvers continues to offer a reward of up to $10,000 for information leading to the arrest and prosecution of all persons involved in the September 25th murder of Noah Campbell.

This remains an active and on-going investigation. Additional charges may be filed as the investigation continues. Anyone with information or first-hand knowledge of this investigation is asked to call Sgt. R. McKnight at 540-829-5529 or email tips@culpeperva.gov. Callers who wish to remain anonymous can submit tips by calling Culpeper Crime Solvers at 540-727-0300 or submitting an online tip at culpeperpd.org.

Updated Release 10/29/24:

On October 28, 2024 the Culpeper Police Department concluded an almost month-long manhunt. Jayden E. Penn, 18, of Culpeper was arrested for First Degree Murder and Use of a Firearm in Commission of a Felony. He was also served on an unrelated outstanding felony warrant from the Rappahannock County Sheriff’s Office. Penn was held without bond at the Culpeper County jail.

The Culpeper Police Department in conjunction with Culpeper Crime Solvers is still offering a reward of up to $10,000 for information leading to the arrest and prosecution of all persons involved in the September 25th murder of Noah Campbell.

This remains an active and on-going investigation. Additional charges may be filed as the investigation continues. The Culpeper Police Department in conjunction with Culpeper Crime Solvers has increased the reward to $10,000 for information leading to the arrest and prosecution of all persons involved in the September 25th murder of Noah Campbell. Currently, Jayden E. Penn, 18, of Culpeper is wanted by Culpeper Police Department on First Degree Murder and Use of a Firearm in Commission of a Felony. Penn also has an unrelated outstanding felony warrant through the Rappahannock County Sheriff’s Office. Penn’s whereabouts are unknown, and he should be considered armed and dangerous.

On September 25, 2024 at approximately 3:34AM Culpeper Police Department officers responded to a shooting the 1000-block of Virginia Ave. Noah C. Campbell, 25, of Boston, VA was located with life-threatening injuries. He later succumb to those injuries at UVA Health Culpeper Medical Center.

This remains an active and on-going investigation. Additional charges may be filed as the investigation continues. Anyone with information or first-hand knowledge of this investigation is asked to call Sgt. R. McKnight at 540-829-5529 or email tips@culpeperva.gov. Updated Release 10/04/24:

On October 4, 2024 the Culpeper Police Department obtained arrest warrants for Jayden E. Penn, 18, of Culpeper with one count of felony First Degree Murder and one count of felony Use of a Firearm in Commission of a Felony. Penn also has an unrelated outstanding felony warrant through the Rappahannock County Sheriff’s Office.

Penn is currently wanted on all of these outstanding charges. His whereabouts are unknown, and he should be considered armed and dangerous.

Original Release:

On September 25, 2024 at approximately 3:34AM, the Culpeper County E-911 Center received a 911 phone call reporting a shooting with injury in the 1000-block of Virginia Ave. Culpeper Police Department officers and Culpeper County Sheriff’s Office deputies immediately responded to the area. They located an adult male victim suffering from a life-threating gunshot injury. EMS responded to the scene and transported the 25-year-old male to UVA Health Culpeper Medical Center, where he was declared deceased by medical staff.

Culpeper Police Department detectives responded to the scene to conduct their investigation and collect evidence. Members of Culpeper County Sheriff’s Office and Virginia State Police responded to assist with the investigation.

The victim has been identified as Noah C. Campbell, 25, of Boston, VA. The Culpeper Police Department extends its condolences to his family.
