On November 27, 2023 at approximately 1:11PM, officers with the Culpeper Police Department and deputies with the Culpeper County Sheriff’s Office were involved in a vehicle pursuit. The suspect vehicle was occupied by two adult subjects with outstanding warrants for their arrest. Both suspects were apprehended after their vehicle crashed in Culpeper County and they sustained injuries.
The female subject, identified as Danielle Starliper, 43, of Glen Burnie, MD was transported by EMS to UVA Health Culpeper Medical Center for serious but non-life threatening injuries stemming from the vehicle crash. Due to the nature of her injuries, Starliper was released from police custody to be medically transferred to UVA University Hospital in Charlottesville. After arriving that same night, Starliper left the trauma center against medical advice and prior to local law enforcement being able to serve her on her outstanding warrants.
In the time since, the Culpeper Police Department worked with other law enforcement agencies to locate and apprehend Starliper. Detectives with the Culpeper Police Department were able to provide additional information on Starliper’s whereabouts to the Maryland State Police-Maryland State Apprehension Team/U.S. Marshals-Capital Area Regional Fugitive Task Force. Starliper was located and taken into custody on January 30th, 2024, in Baltimore, MD. She was served on her outstanding warrant from our agency and additional warrants obtained by other law enforcement agencies in Virginia and Maryland.

ORIGINAL PRESS RELEASE:
On November 27, 2023 at approximately 1:11PM, Culpeper Police Department officers were notified by Flock ALPR that a vehicle associated with a wanted person was in the area of Brandy Rd. Culpeper Police Department officers responded to the area and began to canvass for the vehicle, a red Mitsubishi SUV. The Mitsubishi was located in the parking lot of a business in the 15300-block of Montanus Dr.
Officers confirmed that the license plate displayed on the Mitsubishi matched the license plate displayed on the Flock alert. The vehicle was associated with two shoplifting investigations at businesses in the Town of Culpeper, and the shoplifting suspect had outstanding warrants through the Culpeper Police Department. When officers attempted to make contact with the Mitsubishi, which was driven by an adult male subject with an adult female subject in the front passenger seat, the driver instead chose to flee the scene. As they fled, the Mitsubishi struck another vehicle in the parking lot. The driver of that vehicle was not injured. The officers pursued the Mitsubishi as it fled towards Rixeyville Rd along Belle Ave.
Once the vehicle left the Town of Culpeper, the pursuit was passed to the Culpeper County Sheriff’s Office. Deputies followed the Mitsubishi as it used Ira Hoffman Ln to return to Brandy Rd and then flee north along Rt. 29. The Mitsubishi traveled north while in the southbound lanes of Rt. 29 at a high rate of speed. Virginia State Police also arrived to assist with the pursuit. When the Mitsubishi reached the intersection of Rt. 29 and Atlanthus Dr, it attempted to maneuver around a traveling vehicle. The Mitsubishi failed to safely pass that vehicle, striking it and propelling it into a third vehicle. The Mitsubishi then struck the median guardrail, causing it to roll and crash thus ending the pursuit.
Both Mitsubishi occupants suffered non-life threatening injuries and were taken into custody. The driver that they struck suffered minor injuries and received medical services on scene. The third driver was not injured. No law enforcement personnel were injured, nor was any law enforcement vehicles damaged during the pursuit.
As a result of the investigation, the Culpeper Police Department has charged Dominique Gross, 30, of Severn, MD with felony Eluding, felony Hit and Run, and misdemeanor Reckless Driving. Gross was also served on an outstanding warrant from Stafford County Sheriff’s Office for felony Grand Larceny and served a warrant for extradition to Maryland for an outstanding felony Shoplifting. The Culpeper County Sheriff’s Office has charged Gross with felony Eluding, misdemeanor Reckless Driving, two counts of misdemeanor Fail to Yield at an Intersection, misdemeanor Fail to Drive on the Right Side of the Highway, and misdemeanor Passing on a Double Yellow Line. As a result of the crash, Gross was transported by EMS to UVA Health Culpeper Medical Center for non-life threatening injuries. After being released from medical care, Gross was arrested and held without bond at the Culpeper County Jail. Additional charges may be filed in the future.
