Culpeper Police Arrest Local Man for Soliciting Prostitution from a Minor
On October 17, 2025, the Culpeper Police Department arrested a 43-year-old Culpeper resident following an investigation into the solicitation of prostitution from a minor.
Earlier this month, the department received a report alleging that a juvenile had been solicited for prostitution through a social media platform. Detectives from the Culpeper Police Department, assigned to the Northern Virginia–District of Columbia Internet Crimes Against Children (NOVA-DC ICAC) Task Force, initiated an investigation and quickly identified a suspect.
As part of a coordinated child exploitation operation conducted in the 500 block of Meadowbrook Drive on October 17, Culpeper Police Detectives and Patrol Officers arrested Orlando Mesinas Diaz, 43. During the arrest, Diaz was found to be operating a motor vehicle under the influence of alcohol and without a valid driver’s license.
Further investigation and evidence recovered during the operation confirmed Diaz’s connection to the initial report. He was subsequently charged with the following offenses:
 Three felony counts of Use of a Communications System to Facilitate Offenses Involving Children
 Three felony counts of Taking Indecent Liberties with a Minor
 Three felony counts of Soliciting Prostitution from a Minor
 One misdemeanor count of Driving Under the Influence of Alcohol
 One misdemeanor count of Operating a Motor Vehicle Without a Valid License
Diaz was transported to the Culpeper County Jail, where he was held without bond by order of a magistrate.
The investigation remains ongoing, and additional charges may be forthcoming as detectives continue to review evidence and pursue leads.
The NOVA-DC ICAC Task Force is coordinated by the Virginia State Police and focuses on identifying, investigating, and prosecuting individuals involved in the exploitation of children online.
