APPLICATION PROCESS

Each person seeking such a permit shall submit a written application (see form below) containing the following information:

• A)  Applicant's name, address, birthdate, telephone number, company information, vehicle information and such other information as the Township may deem relevant and require from time to time.
• B)  The nature of the goods, wares, merchandise or services that are to be sold or distributed.
• C)  A current driver's license (with photo) and proof of registration for vehicle being used.
• D)  Applicants are required to complete and submit a criminal history check through the PATCH system. Applicant must print a copy of their PATCH criminal record check whether they have a criminal record or not.
• E)  Fees for the solicitation and canvassing permit will be established by Resolution of the Board of Supervisors, and may change from time to time. Upon payment of the prescribed fee, the Police Department, if it finds the application is in order, shall issue a permit, which shall be valid for not more than 30 days.
• F)  Following completion of the permit application, the Police Department will have two business days to investigate the applicant and to grant or deny the permit.

Solicitation Fee $55 (cash or check): $50 application fee and $5 permit fee for mandatory identification card. Permit is renewable for up to five (5) consecutive monthly increments at $10 per month.

PATCH RECORD CHECK

A current (within 30 days) criminal record check is required to be completed and submitted to the Pennsylvania State Police using the Pennsylvania Access to Criminal History (PATCH) program. The applicant shall perform a criminal record check via the PATCH system. This record check can be done directly on the Pennsylvania State Police website.

The applicant is solely responsible for submitting the appropriate information and $22 fee for this criminal record check. It’s findings, whether a criminal record is indicated or not, must be submitted to the West Lampeter Township Police department, along with the Application to Solicit.

How to get your own criminal record check

You may get a criminal record check by an internet request. This request is done through the PATCH program. They accept credit card payments. Results are immediately available. The web site is www.psp.pa.gov.

You must print these results and submit them with your completed application to solicit. Even if you do not have a criminal record, the results must be printed and submitted with your Application to Solicit.
