SOLICITATION Permit Applications

Instructions are for permit requests in the Township of Warwick and the Borough of East Petersburg. The Townships of Clay and Penn do not currently require permitting - however, we request that a "Solicitor Courtesy Notice" be completed and submitted to the NLCRDP and/or the Township Offices - see PDF of the form HERE.

NOTICE - **Applicants MUST APPEAR in PERSON to East Petersburg Borough to pay their registration fee AND at the NLCRPD in order to complete permitting.** Applications and/or payments sent by mail will be returned. Please be aware that all applicant(s) license or photo ID will be reviewed by the on-duty Supervisor prior to permit approval to ensure legitimacy. The fillable form within this webpage is the only form of application accepted by the NLCRPD.

NOTE: Applicants MUST complete the "Pennsylvania Access To Criminal History" (ePATCH) report PRIOR to submitting the Solicitation Form below and appearing at the NLCRPD. Go to www.epatch.state.pa.us to complete the PATCH Report. *ePATCH reports are generally valid for 10 days from issue. THIS FORM MUST BE PRINTED and brought along to your appointment at the NLCRPD. The downloaded version on a cellphone is unreadable upon transmission.

Steps to Follow:

1. Complete the PA ePATCH report, PRINT AND BRING to the NLCRPD.

2. Appear at East Petersburg Borough office to pay their required fee (if you're not soliciting within the Borough you do not need to complete this step)

3. Call the NLCRPD to schedule an appointment, walk-ins are not guaranteed.

4. Bring your ePATCH report, current and valid photo ID, and payment receipt from East Petersburg Borough (if applicable) to your appointment at the NLCRPD. All documents will be photocopied and added to our Records Management System.

5. Bring check or cash to pay for the solicitor photo ID badge that will be prepared for you - checks made payable to: NLCRPD

FEE SCHEDULE:
$5.00 for each ID badge for the first thirty (30) days of issue, $2.00 for each subsequent ID badge (Fee is for Warwick Township & East Petersburg Borough permits only. Clay Township and Penn Township do not require solicitor ID badges at this time). Additional Fee Required by East Petersburg Borough – please see Ordinance No. 319 which is below as a PDF attachment. This fee must be paid to the East Petersburg Borough Treasurer PRIOR to arriving at the NLCRPD.
