The Regional Community Action Team (RCAT) is the community engagement unit of the Northern Lancaster County Regional Police Department. RCAT is rooted in upholding the professionalism and legitimacy of the NLCRPD while promoting a positive relationship between Law Enforcement and the community.
The Mission of RCAT is “to build working relationships with schools, organizations, and citizens through education and community engagement while simultaneously upholding a professional police presence with the goal of proactively mitigating or reducing crime.”
RCAT plans and attends community events and Touch-a-Truck events, coordinates National Night Out, and coordinates the annual Blue Christmas drive which helps provide Christmas gifts and necessary household needs to families in the community.
RCAT also has a liaison within each school district in NLCRPD jurisdiction to serve as the point of contact between the school districts and the NLCRPD. This is an innovative approach to having law enforcement in schools as opposed to a full-time School Resource Officer (SRO). This approach is proving to be mutually beneficial to both the school districts and the NLCRPD without the permanent post of 1 officer per school or school district.
The NLCRPD Officers currently assigned to RCAT are:
Corporal Alexander Wildberger - Supervisor of RCAT
Officer Brandon Legerlotz - Warwick School District Liaison
Officer Victoria Walton - Ephrata School District Liaison
Officer Joseph Simpson - Hempfield School District Liaison
Officer Jonathan Smith, II - Manheim Central School District Liaison
