E-Bikes Specifications
E-BIKE SPECIFICATIONS
In order to be considered an e-bike, the bike must have:
- fully operable pedals
- an electric motor under 750 watts
- wheels at least 16 inches in diameter
- speeds of less than 20 or 28 MPH, depending on the class of electric bicycle.
❌ If the bike does not comply with these requirements, it is considered a motorcycle or motor-driven cycle, depending on horsepower.
Many of the bikes ridden by teens do not meet the legal e-bike definition and instead require:
✅ A motorcycle license
✅ Insurance and registration with MVD
✅ Display of an ADOT-provided license plate
✅ Eye protection and a helmet if under 18

THREE E-BIKE CLASSIFICATIONS
- Class 1: Pedal-assist only (no throttle)
Motor stops assisting at 20 mph

✅ legal on bike paths and sidewalks
❌ Helmet recommended but not legally required
- Class 2: Throttle-assisted with pedals
motor stops assisting at 20 mph
max 750w motor
✅ legal on bike paths and sidewalks
❌ Helmet recommended but not legally required
- Class 3: Pedal-assist only
motor stops assisting at 28 mph
max 750w motor
✅ use only in bike lanes or streets
❌ not allowed on sidewalks or multi-use paths
