The Governor signed SB 1182 into law on Tuesday, May 13th. The new law was signed with a clause making it effective immediately. The bill contains a preemption of Cities & Towns' authority over allowed construction hours. The bill passed overwhelmingly (51-7-2 in the House; 23-3-4 in the Senate). The full bill is available via the following link: SB1182

The key points of the bill are as follows:

• Construction activities during the warmer months (May 1 – October 15) cannot be prohibited between 5:00 am and 7:00 pm on business days and 7:00 am to 7:00 pm on Saturdays; Sundays are unaffected. 

• Concrete pours must be allowed “at least one hour before the time that general construction activities are regularly scheduled to begin.” Which could mean as early as 4:00 am.
