This digital sequence of events is also supported by the findings of the NLCRPD crash reconstructionist team members.
The NLCRPD received the toxicology result for the deceased driver identified as RENNY JOEL KLINE, age 21, of South Broad Street, Lititz, PA. The results of the forensic testing indicated the operator has a BAC of .68 % mg/dl at the time of the crash.
This blood alcohol level is best put into a perspective when compared to the DUI presumption in Pennsylvania. This blood alcohol level is 8.5 times higher than the presumptive level of .08%. Act 24, which lowered Pennsylvania's legal limit of alcohol from .10 to .08, was signed into law on September 30, 2003. A minor may not drive, operate or be in actual physical control of the movement of a vehicle after imbibing a sufficient amount of alcohol such that the alcohol concentration in the minor's blood or breath is 0.02% or higher.
