The NLCRPD reminds residents of the requirements to remove snow and ice from public sidewalks upon their property. The time limits for removal of the snow or ice vary from municipality to municipality. Violators may be cited for infractions of the ordinances.
To assist residents in understanding of their obligations under the ordinance requirements of the municipalities within the NLCRPD primary jurisdiction we have provided the attached quick look chart and posted the critical elements of the ordinances governing the snow removal requirement by municipality.
Township of Warwick
§ 277-32 Responsibility for removal of snow and ice from sidewalks.
A. Every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee or otherwise, shall remove and clear away or cause to be removed or cleared away, snow and/or ice from a path of at least 30 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land.
B. Except as provided in Subsection C, hereof, snow and ice shall be removed from sidewalks within 12 hours after the cessation of any fall of snow, sleet or freezing rain.
C. In the event snow and/or ice on a sidewalk has become so hard that it cannot be removed without likelihood of damage to the sidewalk, the person charged with its removal shall, within the time mentioned in Subsection B, hereof, cause enough sand or other abrasive to be put on the sidewalk to make travel reasonably safe; and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least 30 inches in width.
Township of Penn
§ 21-402 Responsibility to Remove Snow and Ice. [Ord. 2014-07, 9/8/2014, § 1]The responsible party for a property fronting upon or along any street within the Township is hereby required to remove or cause to be removed from all of the sidewalks in front of or along such property all snow and ice which has fallen or formed thereon within 24 hours after such snow and ice has ceased to fall or to be formed so that there shall be a clear walk along the entire length thereof at least three feet in width. In the event that snow and/or ice on a sidewalk has become so hard that it cannot be removed without the likelihood of damage to the sidewalk, the responsible party shall, within 24 hours after the snow or ice has ceased to fall or form, cause enough sand or other abrasive to be placed upon the sidewalk to make travel reasonably safe and shall, as soon thereafter as weather permits, cause to be cleared a path in said sidewalk of at least three feet in width.
Township of Clay
§301. Adoption of Property Maintenance Code. The International Property Code, as currently published by the International Code Council, and as may be amended, is hereby adopted as the Code for the Township of Clay for regulating conditions and maintenance of all property, buildings and structures providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary, and fit for human occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures. All regulations, provisions, conditions, and terms, not specifically excluded by this Part, are hereby referred to, adopted and made a part hereof as if fully set forth in this Part. Borough of East Petersburg
Chapter 103 SNOW AND ICE REMOVAL § 103-1. Time limit for removal. [Amended 3-4-2014 by Ord. No. 269] The owner, occupant or tenant of any property fronting on or adjoining any street or alley in the Borough shall clear a pathway of at least three feet in width on the sidewalk in front of or adjoining such property within 12 hours after the snow which is the cause thereof has ceased to fall or to be formed or after the same has been deposited thereon in any manner. No snow removed from any sidewalk shall be deposited in the street after the street has been plowed.
