Patrol Officer Matthew Speicher was promoted to the rank of Detective at the January 9, 2025 Board of Commission meeting. Detective Speicher has been training and preparing for the promotion over the last few years. Detective Speicher was hired in 2011 by Penn Township in anticipation of the NLCRPD commencing on January 1, 2012. Speicher has been in policing for over twenty years. Chief Kilgore is quoted: “Personally, I am honored to have a small part in your service and advancement within the NLCRPD. You have proven yourself as a valued senior officer and an important piece of our agency success. Your training, experience, and commitment to policing is commendable, however I believe your personal attributes are most appreciated. Your attitude, patience, adaptability, and servitude to the staff, your fellow officers, and the agency (all attributes of leadership) have been extraordinary and greatly appreciated. You have set a great example for others to follow in your journey from Officer to Detective. This promotion and assignment are well deserved and earned with dignity and respect. I have all confidence in the world that your commitment and dedication to the community, fellow officers, and our agency will continue in your new role.
