Our Mission Statement speaks to our core values of service, safety and enhancing the public trust through professionalism and leadership. This annual report illustrates the ways in which we interact with our community, patrol our neighborhoods, and investigate crimes in a team-based environment. This annual report and the associated information on the agency web portal also provide evidence of agency transparency and adherence to the rules associated with the RTK/OOR laws and the Sunshine Act. The NLCRPD has already met or exceeded those basic standards frequently cited as the basis for "police reform". We urge citizens to take a look at our web portal for easy access to policy agency policy directives and a host of other information.
This report also illustrates those many measures that can be undertaken to control costs and provide a true cost per capita for comparative analysis. Since the NLCRPD is a standalone agency we can provide our cost basis including what other agencies disregard as those hidden costs for police services. In today’s uncertain economic climate with inflation, fuel costs, and the burdening escalation of taxpayer’s costs – we ask that you pay particular attention to the cost control and accountability metrics provided within the annual report. This serves as a clear illustration of the measures that can be put in place for cost containment, while increasing overall agency wide capabilities.
The Northern Lancaster County Regional Police Department sees itself as a progressive police organization with a focus on providing superior service. With this vision in mind, we work to collaborate with community members, public works, fire service, emergency medical services and other departments and our partners in the law enforcement, mental health, and victim service organizations. Our training reinforces the importance of building strong relationships with community members, both residents and non-residents alike. We prioritize training relating to procedural justice, implicit bias, and mental health crisis response and de-escalation. The NLCRPD team continues our journey to provide the highest quality of services available to the communities we serve.
