The NLCRPD provides Bias Based Policing Reports to the public each quarter and a year-end report in January. Reports can be found anytime under the Reports tab > Bias Based Policing > then, select a year to view. The annual report is attached below.
The NLCRPD is releasing agency data for the reporting period of year 2025 detailing the distribution of our criminal arrest and traffic citation data by race, ethnicity and sex. This annual analysis complies with Accreditation standards established by the Pennsylvania Law Enforcement Accreditation Commission (PLEAC).
There is no legal requirement for the NLCRPD to make this information available; however, the Agency elects to post this information for immediate public access and review. This annual review is a required element of the PLEAC standard surrounding the prohibition of bias-based policing. The NLCRPD also elects to perform additional administrative reviews, on a more frequent basis (quarterly), which are also made available for instant public access and review.
Bias-based police (also known as "racial profiling or bias-based profiling"), is any traffic stop, field contact, vehicle search, asset seizure/forfeiture, or enforcement action based solely on a common trait of a group. Common traits include, but are not limited to: race, ethnic background, gender, sexual orientation, religion, economic status, age, or cultural group.
