To better assist our community the NLCRPD has added several items to assist persons desiring access to NLCRPD agency held information. These revisions to the agency webpage and access portals came about after a the NLCRPD was recently the subject of a review conducted by the Office of Open Records OOR for Law Enforcement Agency compliance with the Right to know law and other aspects for access via agency managed webpages.
While the NLCRPD is pleased the agency performance was deemed well above average with NLCRPD adherence to agency openness and public access to information as required within the study. (Copy attached). It was our NLCRPD teams determination and resulting desire that we wanted to not only meet the basic recommendations but to exceed them in providing an open and transparent way of doing business. The result is the added drop-down tab for the RTK REQUEST for public access. This tab contains various links, diagrams, and information to aid those requesting information. The entire NLCRPD team encourages citizens to go to this tab and review the information it has to offer. I provides the citizen with a copy of the following:
PA RTKL LAW,
RTKL CASE INDEX (List of cases for appeal issues and determinations),
RTKL FLOW CHART VIA OOR,
RTK REQUEST - PRINTABLE VERSION.
This following is a summary of the recommendations and the existing NLCRPD best practices adopted and in place by the agency related to the recommendations.
1. Easy to Locate - The NLCRPD operates a single webpage for access to all NLCRPD records via a single nlcrpd.org address is readily available via dedicated drop-down tab
2. Comprehensive information for AORO - All agency AORO information and identifiers are readily available via dedicated drop-down tab
3. A resource email account for the AORO - The NLCRPD utilizes a default link to the AORO to avoid delays when any electronic submission of RTKL OOR request is filed online.
4. Printable and electronic request forms- The NLCRPD provides printable and fillable forms online at the agency webpage to facilitate access to proper forms for requestors of information from the agency.
5. Provide current contact information for the OOR with clear explanation of role and timeline of appeal. - The NLCRPD provides all of the information pursuant to the OOR recommendation and goes beyond the basics with inclusion of the links to the data embedded in the agency information page for the RTKL OOR portion of nlcrpd.org
6. Include links to frequently requested items - The NLCRPD provides all of the information pursuant to the OOR recommendation and goes beyond the basics with inclusion of the links to the data embedded in the agency information page for key governmental and social services stakeholders
7. Include regulations, policies, and procedures related to the RTKL. – The NLCRPD has exceeded this requirement with attachment of the NLCRPD Agency Written Directive (4.11.1) in the RTKL drop down tab and also provides a drop-down tab for over 200 of the existing NLCRPD agency written directives under the tab marked as Policy
8. All police departments should include RTKL request info. If the police department utilizes a local municipality’s AORO, the police department’s website (or webpage) should clearly explain that and include a link to that information. – The NLCRPD is exempt by design from this recommendation since the NLCRPD is a stand-alone unit of local government under the provisions of the intermunicipal government cooperation act.
9. All the above should be provided on one webpage. Each agency should have a centralized one-stop location for all RTKL request information – The NLCRPD meets this requirement and provides all of the recommended informational assistance at a single point of access for the user.
