The Northern Lancaster County Regional Police Department would like to announce the retirement of Chief Joshua Kilgore. Starting as a police officer in Warwick Township, Bucks County, in the 1990’s and culminating as the Chief of Police of Northern Lancaster County Regional Police Department, Joshua spent 30+ years in law enforcement. Chief Kilgore has served his community and carries unmatched pride with him for his decades of service. 

After a short tenure with the Warwick Township Bucks County Police Department, he joined the Warwick Township Police Department in Lancaster County.  Once he joined his hometown police department, he held numerous roles including police officer, corporal, and sergeant. He joined the Lancaster County Special Emergency Response Team (SERT) serving the citizens of Lancaster County as a member in numerous roles throughout his tenure with SERT. 

In 2012 the Warwick Township Police Department joined together with Penn Township and Clay Township Police Departments to become the Northern Lancaster County Regional Police Department under the leadership of Chief David Steffen. Sergeant Joshua Kilgore served the police department as a platoon leader and helped weather the changes that came with a newly formed police agency.   

By 2020, Joshua was promoted to Operation’s Lieutenant and worked alongside Chief Steffen to get the NLCRPD certified through Pennsylvania Law Enforcement Accreditation Commission (PLEAC).  In August of 2023, Lieutenant Kilgore became the second chief of the NLCRPD replacing the retiring David Steffen. Over the next few years, Chief Kilgore worked to serve the NLCRPD in its most senior leadership role. There were many changes over his tenure to include adding the Borough of East Petersburg as a charter member of the NLCRPD, taking it to four municipalities served. 

Over his 30+ years in law enforcement, Chief Kilgore continued his personal quest for training and schooling and graduated from the FBI National Academy as well as Northwestern University.  The NLCRPD extends thanks to Joshua Kilgore for his service and wish him and his family the best in their future endeavors!  Congratulations!!
