The NLCRPD is pleased to announce the promotion of Sergeant Josh Kilgore to the rank of Lieutenant, effective May 4, 2020. Lieutenant Kilgore will be responsible for the oversight of the agency operations and assist with various aspects of the agency administrative functions. Lieutenant Kilgore is the agency Pennsylvania Law Enforcement Accreditation Commission (PLEAC) manager and was a primary team member responsible for agency attainment of status as a PLEAC accredited agency. He is responsible for continued compliance with the PLEAC standards and maintaining the accredited status of the NLCRPD. Lieutenant Kilgore is filling the position within the NLCRPD left vacant since April of 2019.
Lieutenant Kilgore, a Lancaster native and twenty-six-year veteran of law enforcement, began his career in police services as an intern for Pennridge Regional Police in Bucks County in 1994 and was hired by Warwick Township Police Department (Bucks County) in 1995. In 1997 he returned to Lancaster County and continued service with the Warwick Township Police Department (Lancaster County) where he attained the rank of Corporal in 2001 and was promoted to Sergeant in 2002. Lieutenant Kilgore was among the original members serving in a supervisory capacity of the newly formed Northern Lancaster Regional Police Department, following the merger of the Clay Township, Penn Township, and Warwick Township police departments in 2012.
During his service in Lancaster County, Lieutenant Kilgore served as a member of the Lancaster County Emergency Response Team (SERT) from its inception in January 2002 until October of 2019. During his service with SERT Lieutenant Kilgore was promoted to Team Leader in 2004 and served as a Deputy Commander since 2005.
In addition to his experience, Lieutenant Kilgore holds a bachelor’s degree in criminal justice with a minor in business administration and a master’s degree in strategic leadership; both from Elizabethtown College. Lieutenant Kilgore is also an esteemed graduate of FBI National Academy, Class 258, 2014.
Lieutenant Kilgore credits his faith, family, mentors, and fellow officers as the catalyst for his success. He looks forward to a career of continued service to his fellow officers and the communities policed by the NLCRPD.
