A NLCRPD patrol officer conducted a traffic stop in the Borough of East Petersburg on February 20, at 14:23 hours at Graystone Road and Hollow Drive. The 2003 Ford Explorer was observed to be in display of two certificates on the windshield, both the inspection certificate and the emissions certificate displayed characteristics consistent with counterfeited / forged certificates.
After a field interview and capture of the certificates by digital imagery and immediate remote transmission of the image to another NLCRPD officer assigned to the Lancaster County Auto Theft Task Force, the certificates were confirmed as being fraudulent and non-authentic in origin.
The vehicle was seized and towed from the scene and a search warrant was obtained for the vehicle. During the search of the vehicle the certificates were seized, and two baggies of suspected marijuana were seized as well as a handheld razor scraper commonly used to remove stickers from glass surfaces.
