Ephrata Police arrested Jessica Hamby F/19 Thursday night for Possession of Drug Paraphernalia and Access Device Fraud following an investigation.   Hamby was suspect in a unauthorized use of a credit/debit card incident and when police encounter Hamby Thursday evening she was found to be in possession of drug paraphernalia.   Hamby was subsequently arrested for the possession and further charged in the incident involving the unauthorized use of a female victim's credit card.    Hamby who has no known address was taken to Lancaster Central arraignment on the charges.
