On May 14, 2025, the Cumberland County Human Trafficking Task Force conducted Operation Impact Demand XI in coordination with the East Pennsboro Township Police Department and assistance from the Silver Spring Township Police Department.    

Since beginning these operations in June of 2022, a total of 98 individuals have been arrested. 

Enforcement operations will continue to be performed throughout Cumberland County.  Those people who continue to prey on others will be arrested and prosecuted to the fullest extent of the law.  It is alleged that the following individuals sought to engage female escorts in sexual activity for money at an East Pennsboro Township Hotel.  The defendants will be required to appear at District Court 09-1-03 for a preliminary hearing.   

The following individuals were arrested as part of Operation Impact Demand XI:

2. Brett Donnelly, Harrisburg, Age 62
3. Kenneth England, Harrisburg, Age 35
4. Brian Groff, Mount Joy, Age 33
5. Ismail Guler, Mechanicsburg, Age 50
6. Kurtis Page, Carlisle, Age 42
7. Assamee Shabazz, York, Age 38
