In the Commonwealth of Pennsylvania, electric bicycles are defined as "pedalcycles."  In Section 102 of the PA Vehicle Code, it states: "Pedalcycle with electric assist. - A vehicle weighing not more than 100 pounds with two or three wheels more than 11 inches in diameter, manufactured or assembled with an electric motor system rated at not more than 750 watts and equipped with operable pedals and capable of a speed not more than 20 miles per hour on a level surface when powered by the motor source only. The term does not include a device specifically designed for use by persons with disabilities."

Electric assisted bicycles (E-Bikes) are becoming more popular on our roadways. Unfortunately, we are observing issues with E-Bike riders not obeying traffic laws. Just like with regular bicycles, E-Bike riders are required to obey all traffic laws, signs and signals, such as traffic lights and stop signs. Since E-Bikes are powered by an electric motor, many times they travel faster than a bicycle and if the rider is not stopping at traffic lights and stop signs, this could cause a major hazard for motor vehicles and pedestrians. If you own an E-Bike or bicycle and ride them on our roadways, please obey the traffic laws, signs and signals. If you are a parent or guardian, it is important to know that children under 16 years of age are not legally allowed to ride an E-bike.

WHAT TO KNOW:

Minimum Age: You must be 16 years or older to ride an E-Bike on public roads

Bike Weight: Must weigh less than 100 lbs

Power: Motor must be 750 watts or less

Speed: The motor must stop assisting at 20 mph

Design:

- Must include fully operable pedals

- Have no more than three wheels

- Wheels must be greater than 11 inches in diameter

- Designed to go less than 20 mph on a level road with the motor alone

Note: If your E-Bike exceeds these limits, it is classified as a moped/motorcycle and requires registration and a license.
