In the early morning hours of 02/27/2026, a vehicle traveling on E Quincy Ave was seen stopping intermittently in the middle of the roadway.  During one of the stops, the occupants exited the vehicle, emptying a liquid substance into the roadway.  The occupants returned to the vehicle and sat for a length of time with the engine running.  Contact with the vehicle was initiated by officers; the driver of the vehicle was found to have a revoked license, the license plates on the vehicle were cancelled and registered to a different vehicle. 

Driver was arrested and charged:

*Drove Vehicle While Under the Influence of Alcohol or Drugs or Both

*Drove Vehicle with Blood Alcohol Content of 0.08 or More

*Failed to Present Evidence of Insurance Upon Request

*Displayed/Possessed Fictitious/Cancelled Plates

*Drove Vehicle upon Highway When License was Restrained for Express Consent or Alcohol/Drug Related Offense
