At the October 12, 2023 NLCRPD Board of Commission Meeting three Officers were promoted in rank and one new Patrol Officer was sworn-in for service. The advancement in rank are as follows:
Lieutenant Dave Burdis
The NLCRPD congratulates Sgt. Dave Burdis on his promotion to Operations Lieutenant of the NLCRPD. Sgt. Burdis began his career in East Earl Township and joined the Warwick Township Police Department in the fall of 2003. In January 2012 Warwick Township merged with Penn and Clay Townships to form the NLCRPD. Burdis was assigned to the patrol division, excelled in patrol operations, and became a lead firearms instructor and TASER instructor working within the training unit. Burdis was also certified and served as a Field Training Officer.
Burdis was promoted to Sergeant in March 2014 and placed in charge of a platoon in the patrol division. During his tenure as a Patrol Sergeant, Burdis was the architect of the current NLCRPD hybrid fleet program, was instrumental in the implementation of the AXON system (to include body-worn cameras and associated technology upgrades) and was influential in a variety of other projects and operational upgrades for the NLCRPD.
In 2021 Burdis was transferred to the position of Staff Sergeant, a void left by the retirement of Sgt. Rod King. Burdis was assigned a variety of tasks associated with mandated local, state, and federal reporting, technology oversight, and case management. Burdis also became the administrative supervisor for the NLCRPD criminal investigations division and supervising liaison to the Manheim Auto Auction assignment.
During his tenure as a Sergeant, Burdis was a graduate of a variety of supervisory training schools and was the first NLCRPD graduate of the FBI-LEEDA Leadership program. In the summer of 2023, Burdis completed the FBINA’s Leadership Certification Program, and has aspirations of attending the Northwestern School of Staff and Command in the near future.
Burdis will assume his new role as Operation Lieutenant immediately and work directly with Chief Kilgore. Burdis will oversee both the patrol and criminal investigations divisions of the NLCRPD. Sgt. Adam Webber has been assigned to the Staff Sergeant position vacated by Lt. Burdis’ promotion.
Sergeant Tony Smith
The NLCRPD congratulates Corporal Tony Smith on his promotion to Patrol Sergeant of the NLCRPD. Smith began his law enforcement career with the Lebanon City Police Department in 2006 where he was assigned to patrol, was active in various drug and narcotics investigations, and became a member of the SWAT unit. In August of 2012, Smith took a position as a Patrol Officer with the NLCRPD. Smith excelled both in patrol and traffic-associated interdiction initiatives.
Smith was promoted to Corporal in January 2019 and became the primary street supervisor of a patrol platoon. Smith was instrumental in the continued development of the NLCRPD Field Training Program (FTO) and currently serves as the lead administrator. Smith was also responsible for the development of the NLCRPD Traffic Unit. The unit is responsible for both the research and assignment of directed enforcement, drug interdiction, and state-funded programs.
Corporal Smith has proven to be a valued motivator, influencer, and leader of the NLCRPD. He has coordinated off-duty physical training for officers, been instrumental in bringing valued street tactics and associated training to the department, influenced the positive behavior and attitudes of fellow officers, and been a repeated asset to the success of his supervisors and the organization.
Smith is a graduate of the FBI-LEEDA Leadership Program and currently working on a bachelor’s degree in criminal justice with Columbia Southern University. Smith is an active practitioner in jiu-jitsu. However, he desperately wants to build more muscle to avoid repeated losses, we wish him well.
As Patrol Sergeant, Smith will be assigned oversight of two patrol platoons, each led by a supervising Corporal. He will continue his supervision of the Traffic Unit and FTO programs
Corporal Alex Arseneau
The NLCRPD congratulates Officer Alex Arseneau on his promotion to Patrol Corporal of the NLCRPD. Arseneau received bachelor’s degrees in both Business Administration and Biblical studies, both from Cairn University before he joined the NLCRPD in June 2016. Arseneau was assigned to the patrol division where he acquired various certifications in patrol operations, interview strategies, and firearms. Arseneau has excelled in leadership, both expected and promoted by the NLCRPD.
Arseneau recently completed the Lancaster Co. SERT Operations Basic Training Course and is on task to become a full member of the SWAT Operations Unit. In addition to his field supervisory responsibilities, Arseneau has been assigned to the training cadre and is in the process of receiving both his firearms instructor and armorer certifications. Arseneau will be attending the Police Supervisory In-Service Training (POSIT) with Penn State University later this fall.

Officer Josh Hausler
The NLCRPD welcomes Ofc. Josh Hausler to the NLCRPD. Hausler completed three years of service with the Virginia State Police before moving with his family to Lancaster, Pennsylvania. Hausler recently completed all Pennsylvania MPOETC Certification requirements and has entered the NLCRPD Field Training Program. With family and fellow officers in attendance, Hausler was ceremoniously sworn into the NLCRPD by the Board of Commissioners on October 12, 2023. Congratulations and welcome Ofc. Hausler!
