Arrest Warrant- Summons Undelivered

On Friday, March 29, 2024, officers were dispatched to North 3rd Street, Stroudsburg for a suspicious male who was threatening someone. Upon arrival contact was made with the caller who stated that he had an argument with his friend and was fearful he would assault him. The male was located in a van on the 300 block of Lower Main Street and identified as Andrew C. Bell. Contact was made with Bell and it was discovered that he had an active warrant out of PSP-Stroudsburg.  Bell was searched incident to arrest where he was found in possession of multiple items of drug paraphernalia  . Bell became extremely uncooperative screaming and attempted to kick an officer while being placed into the patrol vehicle. No persons or officers were injured during this incident. Bell was transported to the Monroe County Correctional Facility on the warrant charges. Additional charges were later filed on Bell and a warrant issued.

A warrant for Bell was issued in May after his summons was returned undelivered and multiple attempts to contact him to which he has failed to respond. Bell is believed to be homeless.
