Lancaster County Crime Stoppers recently paid out rewards to tipsters who provided information to help apprehend three fugitives from justice, including a man wanted for a homicide.
Crime Stoppers is marking 35 years of providing rewards to citizens who come forward with information to help local police departments solve crimes.
A reward of $500 was issued to the tipster for information that led to the arrest of Isiah Taltoan, of Lancaster, to Lancaster City Police on Jan. 25 for multiple misdemeanor and felony firearms charges allegedly committed over several months in 2022. A wanted poster for Taltoan was posted online Jan. 24 by City Police Sgt. Joel Thomas. A Crime Stoppers advertisement seeking Taltoan was also printed in LNP.
A reward of $1,000 was issued to the tipster who supplied information on March 6 that led to the arrest of Jerbrell Westmoreland, 30, who was wanted for criminal homicide in a shooting incident at the Prince of Subs in Lancaster on Nov. 22 that left one man dead and another seriously wounded. He was arrested in Memphis, Tennessee.
City Detective Adam Flurry contacted local police there and they apprehended Westmoreland. A wanted poster for Westmoreland had appeared online and in the weekly LNP advertisement. Ziair Collymore, 22, was arrested earlier for his alleged part in the shootings.
The third reward of $750 was issued to a tipster who helped Lancaster police find Victor Rivera, who was wanted on a warrant for allegedly sexually assaulting a child over a two-year period. Detective Jessica Higgins, who began her investigation in early December last year, had charged Rivera with multiple sex crimes.
Sgt. Thomas posted a wanted poster on the Crimes Stoppers page on CrimeWatch on March 13. A tipster saw the posting and called Detective Higgins with information that led to the arrest of Rivera.
