Please Note: The Right-to-Know Law does not apply to audio and/or video recordings made by law enforcement pursuant to Act 22 of 2017. Requests for such law enforcement audio and/or video recordings can be found at Request for Police Audio/Video Recordings | Manheim Borough Police Department (crimewatchpa.com). Any denials of law enforcement audio or video recordings must be appealed to the appropriate Court of Common Pleas, not the Office of Open Records. Per policy, due to the time and resources required to review and redact necessary information for each individual video (including additional approval from the District Attorney's Office for certain recordings), Manheim Borough will charge a fee of $100 per each approved video/audio recording for release in accordance with the provisions of Act July 07, 2017, P.L. 304, No. 22.
Please Note: Criminal Investigation records are not public records, and their dissemination is specifically protected under an exception in Pennsylvania's RTK law at 65 P.S. §67.708 (b) (16). However, if the requesting party is "a crime victim or a defendant in a civil action in which a crime victim is a party," pursuant to 18 Pa. C.S. § 9158 et seq. - then please refer to the Lancaster County District Attorney's Office Crime Victim Right of Access in the DOCUMENTS section of this website. Request form for Crime Victim Right of Access Request can also be found at victim_right_of_access_form.pdf.
