The Lycoming Regional Police Department has arrested Pebbles Byers and Brett Dailey following an extensive investigation into multiple serious injuries sustained by their 14‑day‑old child.
On March 21, 2026, Lycoming Regional Police Detectives received a ChildLine report regarding a newborn who had been transported to Geisinger Medical Center in Danville after medical staff discovered multiple fractures. The child had originally been brought to Geisinger Jersey Shore on March 20, 2026, after the parents reported that the infant’s arm was not moving and that white bumps were present under the child’s tongue.
Medical imaging revealed five fractures involving both arms and both legs. Additional injuries included a frenulum tear, facial bruising, and abrasions.
Due to the severity and nature of the injuries, medical staff transferred the child to Geisinger Medical Center in Danville for specialized evaluation. Detectives later interviewed a recognized expert in child abuse at the Geisinger Child Advocacy Center. The doctor advised that the injuries were consistent with physical abuse.
A follow‑up examination on April 7, 2026, revealed two additional healing fractures, bringing the total to seven fractures sustained between March 7 and March 20, 2026.
During interviews with detectives and Lycoming County Children and Youth Services, both parents confirmed that the child had been exclusively in their care since birth. Neither parent could provide an explanation for the injuries. In a recorded interview, the father stated, “I may have been a little too rough when changing the child.”
Based on the totality of the evidence, both parents were determined to have failed to provide safety, protection, and proper care for the child. Arrest warrants were subsequently issued for Brett Dailey and Pebbles Byers of South Broad St. in Jersey Shore Borough charging each with a felony count of endangering the welfare of children. Both were taken into custody without incident. They were arraigned in front of the Magisterial District Judge and each committed to Lycoming County Prison in lieu of $75,000.00 bail.
The child remains in foster care under the supervision of child welfare authorities.
