On 09/10/26, NEU was observing a known crack cociane dealer in the area of Center St at Louisa St in the City of Williamsport, Lycoming County. While watching said drug dealer, I observed Brandon FLANDERS arrive in a silver Volkswagen Jetta PA Reg#NJK1502. The drug dealer entered FLANDERS' vehicle for a few seconds and then exited. FLANDERS departed the area and I followed him to High St and Oliver St where he was traffic stopped by Williamsport PD Sgt MCGEE at my request. FLANDERS ultimately relinquished a plastic bag containing crack cocaine that he had hidden in his sock.
