On 01/22/26 at 1511 hrs, while NEU was surveilling individuals who just delivered methamphetamine to Jeffrey HOWLETT, a W/F later identified as Teresa FLADD, was observed exiting the Nittany Minit Mart on Hasting St in South Williamsport as one or more of the individuals were entering. Surveillance units reported that FLADD may have had contact with them. FLADD then walked north on Hasting St.
@1516 hrs, a detective approached FLADD on Hastings St just north of East Mountain Ave. He told FLADD, “You just got meth off of those guys.” She denied it but advised that she did have a little bit of methamphetamine. She directed the detective to a black glove with pink grip in her backpack. Inside the glove was a blue box with methamphetamine and a glass meth pipe. It should be noted that it was extremely cold on this date and FLADD was wearing the other matching glove on her left hand. She again denied purchasing the methamphetamine on this date, and from those people. She admitted that she purchased the methamphetamine from Jeffrey HOWLETT “days ago.”
