On 09/03/26, NEU detectives conducted a controlled crack cocaine purchase from Bruce WHITE. WHITE requested that a CI pick him up in the Hepburn Plaza on Hepburn St, in the City of Williamsport, Lycoming County to conduct the cocaine transaction. Minutes prior to the CI's arrival at the Hepburn Plaza, WHITE was observed by NEU Detective/s walking east on West Edwin St and entering the Hepburn Plaza and texting on his cell phone. WHITE waited outside the State Store initially before entering. A minute later, WHITE exited the State Store and entered a white Dodge Avenger PA Reg#NCG8378, operated by Shavonte DIXON. DIXON and WHITE traveled through the lot to near the entrance/exit of the plaza and stopped. An NEU detective reported that DIXON was looking down towards his lap, "maybe counting money." Less than a minute later, the same detective observed WHITE exit the vehicle and "tuck something into his right pants pocket." WHITE then walked directly to the CI’s vehicle, entered and ultimately sold the CI an amount of crack cocaine. WHITE was later arrested and found to be in possession of the prerecorded buy money. DIXON and the white Dodge Avenger were followed south on Hepburn St, and then west on 4th St, south on Walnut St and into the Dollar Tree lot at 3rd St. Four minutes later, a detective observed Shavonte DIXON exit the Dollar Tree and enter the Dodge Avenger. The detective followed him north on Walnut St and east on Lycoming St before conducting a traffic stop on him just west of Locust St. The detective approached the vehicle and found DIXON as the driver and only occupant. DIXON admitted to driving on a suspended license. The detective told DIXON that he believed he was in possession of crack cocaine. He said he was not and produced a plastic bag containing marijuana.
DIXON advised that he had a medical marijuana card but did not have it with him. DIXON initially gave consent to search his person but became furtive and reached for his right side several times. As a result, the detective detained him in handcuffs, placed him in the rear of a police vehicle and advised him of his Miranda Rights. DIXON advised that he understood his rights. DIXON was found to be in possession of a wallet that contained cash, as well as loose cash in his pocket beside the wallet. DIXON surmised that he had in excess of $600.00 cash and said it came from his job as a home health care aide.
WBP Sgt MCGEE and his drug detection K9 were summoned to the scene to conduct an exterior sniff of the vehicle. Sgt MCGEE's K9 alerted to the presence of narcotics on the vehicle. The vehicle was towed from the scene an impounded pending this search warrant application.
While transporting DIXON to Williamsport PD, he admitted that he met with WHITE in the Hepburn Plaza. First he advised that he entered the State Store with WHITE and purchased "liquor" for him because WHITE did not have his ID. When confronted with the fact that NEU was watching him, DIXON admitted that he did not buy liquor for WHITE, or even buy liquor. DIXON then alleged that he was really confused and stopped talking. DIXON was secured at Williamsport PD. A short time later, NEU learned that DIXON's bail (on an unrelated case) was revoked on 09/02/26 and that he had a warrant for his arrest. DIXON was searched and found to be in possession of a plastic bag with white residue, in a sock, stuffed down his pants, along with a marijuana joint.
A search of the police vehicle that was used to transported DIXON, following DIXON's transport, revealed a knotted off plastic bag containing approximately 7 grams of crack cocaine, packaging material and a bottle of suspected PCP. DIXON later admitted to selling WHITE three "dippers" of PCP, but denied selling WHITE crack cocaine
