The Manheim Township Police Department is proud to announce the promotions of Sergeant Andrew Dobish to the rank of Lieutenant and Corporal Kyle Carner to the rank of Sergeant!

Andrew Dobish

Lieutenant Dobish was born and raised in Lancaster County and graduated from Lampeter Strasburg High School in 1996.  He earned a degree in Exercise Science from Bloomsburg University in 2000.  After graduation, he worked in the private sector until being hired by the Manheim Township Police Department in May of 2004.

In 2008, Lieutenant Dobish became a member of the Lancaster County Special Emergency Response Team and is still active today, currently in his 18th year on the Team.  He is assigned as a team leader for the chemical munitions / less lethal unit on SERT.

In 2012, Lieutenant Dobish was appointed to the supervisor position of Officer in Charge and served that role until February 2017 when he was promoted to the rank of Sergeant.  He served as a Sergeant in the patrol division until July 2020 when he was transferred to his current role as the Detective Sergeant in the Criminal Investigation Division.  He is a certified instructor for taser, chemical munitions, less lethal munitions, noise flash diversionary devices and response to active shooter.

Lieutenant Dobish would especially like to thank the detectives of the Criminal Investigation Division, who he believes are the best group of investigators, for their hard work and dedication which has played a vital role in his career progression.

Lieutenant Dobish was pinned by his wife Sandy, while his two daughters and his parents supported in the audience.

Kyle Carner

Sergeant Carner grew up in Lancaster County and is married to his wife, Paige.  He began his career with the Manheim Township Police in 2014 and holds a Bachelor's Degree in Criminal Justice Administration.  He was appointed to the rank of OIC in 2022 and then to Corporal in 2023, and now as Sergeant, will serve as a patrol supervisor assigned to 4th platoon.  During his career, Sergeant Carner has received the department Life Saving and Distinguished Service Awards. He is an active member of the bicycle and e-bike unit, a Field Training Officer and Field Training Supervisor.  He is also a MPOETC certified instructor at the Harrisburg Area Community College Police Academy, and has been active in training new cadets since 2019.  Sergeant Carner was pinned by his wife, Paige, while his family supported in the audience.
