At last night's Board of Commissioners meeting, Chief Freysz was on hand to present our two newest police officers for swearing in. Officers Kevin Borishkevich and Zach Halpin were officially sworn in and will soon be out to serve in the community.

Officer Borishkevich was born and raised in Ephrata, Pa.   He attended Ephrata High School, where he graduated in 2014. Shortly after school, he enlisted in the Pennsylvania Army National Guard as a 19 Delta Cavalry Scout and attended basic training in Fort Benning, Georgia. He was Honorably Discharged in 2020 with 6 years of service. He comes to Manheim Township with 2 years of prior law enforcement experience, where he worked for the Pennsylvania State Police Bureau of Liquor Control Enforcement. He now resides in Elizabethtown, Pa, with his wife.

Officer Zacharia Halpin grew up in Lancaster County and graduated from Lampeter Strasburg High School in 2010.  After high school, he attended Lebanon Valley College, where he earned a double major in Criminal Justice and Sociology. He then attended the Philadelphia Police Academy in 2016 and subsequently began working as a Police Officer for the Philadelphia Police Department for the next 2 years.  In August 2018, Officer Halpin relocated to Seattle, Washington, where he continued his police career.  In September 2022, Officer Halpin transferred to the Savannah, GA, police department, finally coming back home to Lancaster County in 2026. 

He now lives in Manheim Township with his wife and three children.

Both officers will be assigned to the patrol division upon completing their in-house orientation.
