The LBPD would like to express our appreciation to the DUI Council of Lancaster County for the generous donation of PPE.
The DUI Council donated the PPE to Lancaster County municipal police agencies who employ Drug Recognition Experts (DREs). DREs perform drug influence evaluations on people who are suspected of driving under the influence of drug(s), other than, or in addition to, alcohol. The availability of PPE to DREs are essential tools to ensure that DREs and arrestees alike are afforded appropriate safety measures in consideration of COVID-19.
Pictured here, is Tracy Linn, Coordinator, presenting the PPE. The LBPD has two DREs on staff, who have assisted in drug influence evaluations in Lancaster, York, Dauphin, Lebanon and Berks Counties. The LBPD and member DREs are very appreciative of the DUI Council of Lancaster County and Tracy.
A DRE is an officer who receives specialized and advanced training to evaluate 1) is the person impaired, if so; 2) is the impairment due to an injury, illness or other medication complications, or is it drug-related, if impairment is due to drugs; 3) which category or combinations of categories is the most likely source of the impairment.
In Pennsylvania, the Drug Evaluation and Classification Program (DECP) is administered by the PA DUI Association. DREs are credentialed by the International Association of Chiefs of Police (IACP). Approximately 200 police officers (out of approximately 30,000) have been certified as a DRE in Pennsylvania. That represents less than 1% of all police officers in the Commonwealth.
