Police responded to 11 West Lincoln Avenue on 07-17-2015 at 2:30 pm following a complaint regarding Harold KEPPLEY, 84, urinating from his porch, during which time his exposed penis was visible to the public.  KEPPLEY was cited with Disorderly Conduct and has been summoned into District Court.
