LITITZ BOROUGH - The LBPD patrol function filed a criminal complaint and affidavit of probable cause against Caleb R. RICHARDSON, age 31, of Lititz, for Inhaling Toxic Releasing Substances, Disorderly Conduct, and Public Drunkenness and Similar Misconduct.

On 07/18/2026 at around 10:00 am, an LBPD officer was dispatched to the 100 block of South Cedar Street for a possible overdose. Upon arrival, RICHARDSON was found lying on the sidewalk in and out of consciousness. An Endust for Electronics Multi-Purpose Duster aerosol can was located next to RICHARDSON and witnesses said they observed him inhaling vapors from the can. EMS transported RICHARDSON to a local hospital for treatment.

RICHARDSON has been summoned to District Court for preliminary arraignment and a preliminary hearing.

RICHARDSON is presumed innocent.
