Micromobility Safety Reminder
As electric bicycles, scooters, and similar devices become increasingly popular, it is important to recognize that they can present safety risks—particularly when not operated in accordance with applicable laws and designated areas. We encourage all riders to take a moment to review the Pennsylvania Micromobility Fact Sheet to better understand what devices are legal to operate and where they may be used.
Key Guidelines:
- E-Bikes (Electric Bicycles):
E-bikes may be operated on roadways and sidewalks in Pennsylvania unless restricted by local ordinance. They are prohibited on freeways. While classified as a vehicle, they are not considered motor vehicles and are therefore exempt from titling, registration, and insurance requirements. Operators should follow bicycle laws, and motorists should treat e-bikes the same as traditional bicycles.
- Electric Scooters:
Electric scooters are not permitted on public roadways and may only be operated on private property.
- Electric Unicycles:
Electric unicycles are also prohibited on public roadways and are restricted to private property use.
- Motorized Pedalcycles:
These meet the definition of both a motor vehicle and a motorized pedalcycle under Pennsylvania law. As such, they require a valid license, registration, and insurance.
