The Westtown-East Goshen Regional Police Department was formed in December of 1981. It is a full-service law enforcement agency that provides police service to Westtown and East Goshen (Chester County) Townships.  The area of coverage extends over 22 square miles with a population in excess of 32,000 residents. The Department is one of Pennsylvania's 34 regional police departments.

The Department staffing is divided among the Patrol Division, Criminal Investigation Division and Traffic Safety Unit and Police Administration. The Police Department is also a member of the West Chester Regional Emergency Response Team (E.R.T.) which consists of officers from Westtown-East Goshen Regional Police Department, West Goshen Township Police Department, West Chester Borough Police Department, West Whiteland Township Police Department, Willistown Township Police Department, West Chester University Police Department and Uwchlan Township Police Department. These officers receive special training in weapons and tactics and can be deployed rapidly to emergency situations or critical incidents.

David J. Leahy (December 2025 – Present)

Chief of Police David J. Leahy has served with the Westtown-East Goshen Regional Police Department since 1999. Prior to his current appointment, Chief Leahy served as the Patrol Lieutenant overseeing the departments patrol division and police staff services office. During his career with the Westtown-East Goshen Regional Police Department Chief Leahy held the ranks of Corporal, Sergeant, and Lieutenant.

Chief Leahy has a B.S. in Criminal Justice with a concentration in Leadership from American Public University. Additionally, Chief Leahy is a graduate of the FBILEEDA Supervisor, Command, and Executive Institutes, the New Jersey State Association of Chiefs of Police Command and Leadership Academy, and the Northwestern University School of Police Staff and Command class #563.

Chief Leahy is a resident of Chester County and currently resides in East Fallowfield Township with his family.
